Therefore, the European Parliament and the Commission must call on the Council to address concrete recommendations to Hungary, as stipulated in Article 7 of the Treaty of the European Union, including a recommendation to repeal the law, and with a clear deadline to implement them, and the start of the rule of law mechanism is important as well.

There were of course voices supporting the governments in Poland and Hungary, but most of the voices I heard were critical of the political course of the current leading political powers in both countries. This is the course of turning against part of the society. This is the course of turning against their own citizens, labelling them, stigmatising them and portraying them as public enemies, as paedophiles even, which is not expressed clearly in the law, but it is raising this image and raising these reactions from the public.
The experts speak about the sexualisation of the enemy, and Putin does not risk anything. He is just gaining political popularity, because he is targeting the people who are not able to defend themselves. This is the method we are following in European Member States, or in one Member State at this moment. This is very worrying, this is confusing, and I think this is something we have to work against.
I described at the beginning all the tools which are available for the Commission to act against such a law. I also want to react to several Members of the Parliament who spoke about some historical parallels.
I am always careful about using these comparisons with the war, but you mentioned the concentration camps several times. Whenever I am in doubt about how to continue, whether we are not too critical, whether we should not leave the Member States to go their way under the flag of sovereignty, I listen again and again to the speech that Marian Turski gave in Auschwitz last year in January.
It was the authentic voice of somebody who survived the Holocaust. Do not be passive. So I think the Commission is doing the right thing to introduce measures to protect the elections, which belong to the democratic architecture, but this is another story.
I will come back. I said in this place some time ago that I am convinced that those who does not understand our values might at least understand the money. The process is ongoing. We are, of course, looking into the audit and control systems in the Member States, and I want to recall that the decision on the approval of the individual plans of the Member States is to be taken by the Council by qualified majority.
The Commission might of course stop it when we see issues there. I cannot confirm at this moment that has happened, so the German press was not right. Still staying with the financial instruments, we were of course fighting for the budget conditionality for three years, and many times in this place I thanked the Parliament for its support. When I came up with this idea in , it was like another scandalous idea.
How come we would stop the funding? In the meantime, it gained a lot of support because we simply see that, if we distribute more money with less trust, we will pay a horrible price for such a systemic error. We are working on that. There is of course the Court of Justice decision pending, but we are working intensively. You can read the guidelines where we make it clear how the proportionality principle should be applied, and so on. Here again, my comment on the citizens.
We should not turn against any citizens from any Member State to punish them for who they voted for. We have to apply the principle of proportionality and be fair, because the principles of fairness and proportionality are in the regulation itself. In the guidelines we are reacting to that; we are making it more specific, describing the procedures, and so on.
But again, I confirm on behalf of the Commission that we are ready to use the conditionality in full. On Article 7, I can confirm what I said at the beginning.
We will continue as long as it is needed. It is of course for the Council, but for the Commission, on my side, I do not find this procedure totally useless. This is the process where we discuss with the respective Member States the issues at stake.
The hearing we had last time was useful, and I was thankful to the Portuguese Presidency for having organised this hearing. We can of course continue on the way towards the recommendation, which requires four fifths of the votes. I already discussed this with both upcoming Presidencies, the Slovenian and French Presidencies, and said that I would recommend doing that. As for the possible sanction, well, we need unanimity. We will of course follow the exact wording of the Treaty, and there unanimity is needed for the final decision.
Just to be clear on that. So we should also be aware of the political realities of today. But again, I was discussing with both upcoming Presidencies that we should move.
A last comment. I know I am speaking horribly long — Mr President, give me two minutes. I cannot skip it. I want to send all my support and hopes for Peter de Vries, who was injured. This is absolutely intolerable, and the Member States have to do their job to protect them. When a journalist announces that he is under online threats, it means something, and the police have to react. There must be action taken from the law enforcement side in the Member States. I have to go into the case or to read more about that today. We also want to protect journalists against abusive litigation. So we have a lot of work in the EU.
This work will never be finished. We need to work together and find ways to give the message to our citizens that we will be protecting their rights and we will be protecting the EU values. We know each other very well from our very good cooperation in preparation of the last Commission Work Programme. I would like to mention, with your permission today, in particular three elements of it: the structured dialogues between the Commissioners and the parliamentary committees; the close cooperation of our institutions under Article resolutions prepared by many of the committees; and the annual summer report by the Conference of Committee Chairs that provides valuable input to our preparations for the annual work programme.
It marks a clear shift from strategy to delivery and has a focus on future proof solutions across all policy areas, supported by strategic foresight. A big share of the announced initiatives have already been put forward, and important deliverables will follow in the course of the year.
Major initiatives we will propose still before the summer break, and they include the annual Rule of Law Report and the big Fit for 55 package. You are also well aware that further important work beyond the Commission Work Programme initiatives is ongoing.
We have, for example, the recovery and resilient strength. The adoption of the national recovery and resilience plan is well underway, allowing the swift implementation that will deliver benefits to the citizens and businesses alike. I would like to thank the European Parliament for its central role in agreeing on the Next Generation EU and allowing it to get off the ground with unparalleled speed.
Honourable Members focusing beyond this year, we need to bear in mind that the year marks the mid-term of the current mandate. Our collective focus will need to be on delivering the outstanding legislative commitments set forth in the political guidelines of President von der Leyen.
This will allow sufficient time for co-legislators to find agreement on these files before the end of the mandate. At the same time, we will continue our joint work on the recovery process. Therefore, the next Commission Work Programme should set forth a limited number of new initiatives focusing on delivering on the remaining political commitments under this mandate. For the Commission Work Programme, managing the exit from the pandemic and working on a recovery are likely to remain centre stage, and we will make sure that we turn this crisis into an opportunity to achieve a fairer, greener and more digital society.
Let me also say two words about foresight. As EU institutions, we must ensure that we develop policies that are robust and future-proof. This is where foresight comes in. I am looking forward to your views on our priorities for the next year and to continuing our fruitful cooperation in the legislative planning. We were working on all the instruments like the MFF, like Next Generation EU, like the cohesion policy and the other elements, which will be based on solidarity and dedicated to a more resilient Europe.
What do we expect? We expect more resilience towards the foreign interference and the attacks against democratic values and our way of life and reinforcement in the fight against corruption and the rule of law. But when we speak about the priorities, the main strategic objectives, there are several we think are most important, but let me just describe it as one main element, which is recovery.
This is recovery and resilience, this is a question of the Green Deal but also digitalisation. All of them are the part of the main strategic goal, which is recovery. When we speak about economic recovery, we should be concentrating on developing a convincing exit strategy that moves from the more targeted support measures to eventual phasing out and to address the issue of how to deal with the high levels of government debt accumulated during the crisis, and coordination policy removing tax-related obstacles to the single market.
When we speak about the Green Deal, we would like to underline the question of the reduction of administrative costs and the regulatory burden and principle in connection with environment policy. When we speak about digitalisation I think we should be concentrating on the question of education, administration, health and all the related challenges. So please, Commissioner, take also our remarks to show that the programme of the Commission is also dedicated and oriented towards the most important goals for the European Union.

Renew Europe sees that businesses have been through very rough times. And it is important that we now focus our efforts on our economic recovery. And in this context the recovery fund is the financial injection our economy needs but we need to get it right, by properly implementing the Recovery and Resilience Facility and by carefully scrutinising the recovery and resilience plans of our Member States.
But we also need to be mindful of how we legislate and regulate. We need to keep in mind that businesses are not abstract entities and that behind every company or SME there are people who have built those companies and are responsible for creating our jobs and our economic growth.
To further support our businesses and citizens our focus should be on deepening our single market, especially in the services sector.
Renew Europe asks for bold new proposals, also on the digital single market. And whilst supporting a strong market, we cannot lose focus on strengthening our community of values. Respect for rule of law in the European Union faces serious challenges and we seem to be losing the progress we have made and this is unacceptable. So Renew Europe calls for the annual rule of law report to be developed into a concrete mechanism for democracy, rule of law and fundamental rights.
And we need to urgently implement the rule of law conditionality mechanism. But our ambitions do not stop there. Let become the official kick-off to the green transition, offering the prospect of millions of green jobs. Our citizens need a visible Europe that protects their interests and has the courage to speak with one voice on that world stage.
